No arrangement for the security of 1.70 crore people in the capital


INDEPENDENT DISASTER MANAGEMENT DEPARTMENT IS REQUIRED IN DELHI, VIJENDER GUPTA WRITES TO LG

In view of ghastly fire incident in Nand Nagri, BJP Delhi Pradesh President has written to the Lt. Governor of Delhi requesting him to direct the Delhi Government for setting up and independent and effective Disaster Management Department because no arrangement have been made so far for effective system of Disaster Management in the capital.

He told that when he visited the hospital and the place of incident then he found that only 22 beds were available for the patients in the burn ward of GTB Hospital. 10 patients were already admitted in this ward. The entire system collapsed when 58 injured persons were brought in the hospital. This is the reason why many patients could not be saved. In Safdarjung Hospital only 60 beds are available for burn cases, 35 beds in LNJP Hospital and only 60 beds in RML Hospital. Safdarjung Hospital has the honour of having the most prestigious burn department but in view of the population here the beds in burn department are not sufficient. It is worth mentioning that the population of Delhi is about 1.70 crores and in 100 countries of the world out of 200 countries the population is less than one crore. This way Delhi is not only a State but is comparable to any country in the world.

There is no independent Disaster Management Department in Delhi. Presently this department is a unit of revenue department of papers where there are no facilities for this purpose. The conditions of 1639 unauthorized colonies, slum clusters, rehabilitation colonies, katras etc. have reached dangerous levels. If unfortunately any big incident occurs then neither fire brigade nor ambulance can reach the place of incident. Last year in Lalita Park more lives were lost because the lane was narrow and ambulance could not reach there. When a building collapsed in Chandni Mahal area, the Disaster Management of Delhi Government was exposed. 5 years ago, a big incident of fire occurred in the Jhuggies of Trans Yamuna area. At that time the Chief Minister Sheila Dikshit had formed an enquiry committee under the leadership of Health Minister Ashok Kumar Walia. Report from this committee is still awaited.

Shri Gupta told that Delhi has been the target of terrorists even earlier. Some months ago a big bomb blast had taken place at the gate of Delhi High Court. After that the Central Government, Delhi Government and Delhi Police had assured of installing CCTV cameras in the premises of HC. These cameras have not been installed as yet. Even before this incident a bomb blast have occurred at the High Court. Even at that time promise was made for installing CCTV cameras. These were not installed and the second bomb blast occurred but still no cameras have been installed. Such is the administration of Delhi Government and the Central Government. Shri Gupta has demanded the Home Minister and the Prime Minister through the Lt. Governor that a big Disaster Hospital should be established in Delhi where sufficient arrangements be provided so that valuable lives may be saved on time.
