Revelation of CAG


BJP team will meet the Lt. Governor of Delhi on the failure of Delhi Government to spent 3000 crore rupees received for the development of the capital and demand enquiry

On the one hand the people of Delhi are suffering due to shortage of basic amenities like power, water, roads, sewer, drainage and on the other hand the CAG of India has in its report revealed that the Delhi Government did not spent 3000 crore rupees received for development works in Delhi.  Now this money will stand refunded to the Central Government.

CAG has said that Chief Minister and her Cabinet wanted that the fund received for the development should be spent on big projects so that there may be improvement in the vote bank.  Taking it to be a serious issue, BJP Delhi Pradesh President Shri Vijender Gupta has decided that a delegation of the Party will meet the Lt. Governor of Delhi and demand high level enquiry into this serious matter.  BJP wants that the Ministers and officers who have obstructed the development of Delhi should be punished so that there may not be any negligence in utilising the public money. 
           
           
Reputed Town Planner Prof. Sudhir Saha has reacted on the serious lapse and said that when Delhi Government had sufficient funds then why did not it utilise on providing basic amenities?  CAG has in its report said that due to lack of new projects and new thinking on the part of Delhi Government the people of Delhi are compelled to live in hellish conditions.  The current year's budget is of 27,067 crore rupees.  If the amount of Rs. 2,367 crores not utilised on development works is added then Delhi Government has additional money for development works.  The Government deliberately allowed the fund to lapse.

The CAG has also raised a question on the efficiency of Delhi Government in tax collection and said that due to lack of coordination between various departments and shortcomings the Government exchequer sustained a loss of 3,000 crore rupees.  CAG examined about 2,696 cases and found that revenue of 3,140 crore rupees was lost by Delhi Government deliberately in these cases. 
           
On the one hand Delhi Government failed to utilise amount received for development and on the other hand in view of the forthcoming elections the Government is now showing its concerned about the development of unauthorised colonies, rehabilitation colonies, Jhuggi-jhompris, slum clusters, katras, urbanised villages, rural villages etc.  In its meeting on 12-9-2011 the cabinet formed a GoM under the chairmanship of Shri Raj Kumar Chauhan in which Shri Arvinder Singh Lovely and Shri Ramakant Goswami are members which will submit a plan for the total development of these areas within 30 days to the Government so that these areas may be fully developed.
           

BJP Pradesh President Shri Vijender Gupta told that whenever the date of elections approaches the Chief Minister and the members of her Government starts playing fraud with the people of Delhi.  It tries to show golden dreams to the citizens of the capital.  Due to such false promises the Lokayukta of Delhi recommended to the President of India that Chief Minister Sheila Dikshit be cautioned that she should not make false promises to the people on the eve of elections.  It may be mentioned that on the occasion of last Assembly elections the Chief Minister had promised the poor of Delhi that they will be provided pucca houses at low costs.  Even after three years of elections not a single poor family has been provided pucca house by the Government.
