For the first time in the history of Delhi roads will be sweeped by machines


Pradesh President inaugurates scheme of mechanised sweeping of roads

BJP Delhi Pradesh President Shri Vijender Gupta flagged off scheme a mechanised sweeping of roads by the MCD at Pusa Road, Karol Bagh.  Delhi has become the first Metropolitan City in the country where 900 kms of 60 ft. wide roads will be sweeped in the night by machines.  Before the onset of morning the roads will look clean.  These ultra-modern sweeping machines have been imported so that the people of Delhi may get world class sweeping of roads. 

            On the occasion of the inauguration of mechanised sweeping of roads the Chief Guest and Mayor Prof. Rajni Abbi, Chairman of the Standing Committee Shri Yogendra Chandoliya, Leader of the MCD House Shri Subhash Arya, Chairman of Environment Management Services Shri Rakesh Guliya and Additional Commissioner (Engineering Services) Shri Manish Gupta and other respected persons were present.  

            Shri Gupta told that his dream is to make Delhi clean and beautiful.  For the purpose of achieving this objective the MCD has for the first time in the history of Delhi framed an ambitious scheme for cleaning the roads by mechanised sweeping machines imported from foreign countries and implemented for sweeping of 60 ft. wide roads of Delhi.  These machines will collect five cubic meters of dirt and garbage from the roads in one go.  The operation of these machines will be fully mechanised.  This will help in saving human labour and the roads will become fully clean.  The sweeping work will be done in the night so that the people of Delhi may not face difficulty in using the roads.  Negligence or laxity in the work will not be tolerated.  It was the dream of BJP that the people of Delhi may be provided world class system of cleaning the roads.  This dream has been realised now.  He congratulated Mayor Rajni Abbi and all the staff of MCD.

            Speaking as the Chief Guest Mayor Rajni Abbi told that since the time she took over as the Mayor of Delhi she has tried to make Delhi beautiful and more beautiful.  Her priority is that the capital of India may look fully clean city.  For this purpose the scheme of mechanised sweeping has been started for the first time in the history of Delhi.  It will be extended in future.  Chairman of the Standing Committee Shri Yogendra Chandoliya told that in all the 12 zones of MCD these machines will start sweeping works after 9.00 p.m.  BJP wants to make Delhi free of garbage.  Leader of the House Shri Subhash Arya told that he wants to make MCD as the friend of citizens where the citizens may not face any inconvenience for getting their work done.  During the last four & half year MCD has initiated many schemes for the welfare of the people.  It has also provided many facilities to the citizens through E-governance. 

            Explaining about the scheme Additional Commissioner (Enginering Services) Shri Manish Gupta told that MCD has imported 12 machines for mechanised sweeping of 100 ft. wide 246.21 kms. long roads in all the 12 zones.  These machines will operate in the night so that road users may not face any difficulty.  MCD is committed to make Delhi fully clean and free from garbage.

Lt. Governor should order judicial enquiry into the incident of Darya Ganj Building collapse - Vijender Gupta

BJP has directly held Delhi Government responsible for the death of seven innocent persons in the collapse of two buildings in Chandni Mahal area of Darya Ganj and demanded for the payment of compensation of five lakh rupees to the family members of the deceased and two lakh rupees each to the injured persons.  BJP Delhi Pradesh President Shri Vijender Gupta has demanded the Lt. Governor of Delhi to order judicial enquiry into this case so that the guilty persons may be exposed. 

            Due to the connivance between the building mafia, administration and the Police, unauthorised construction is going on.  Delhi Police are also aware of the fact that unauthorised construction is being done in the old area.  Even today thousands of people are living dangerouslyy in these buildings.  Not only this high tension power wires are in front of these houses which are grave danger for the residents in this area.  Shri Gupta has demanded for removal of this high tension wires and putting them underground so that the residents may be saved.

            Some days ago there was an incident of building collapse in Lalita Park due to illegal constructions in which about 70 persons had died.  Even at that time the Disaster Management Department of Delhi Government seemed to be helpless.  Ambulance and Fire Brigade could not reach the place of incident and yesterday two buildings collapsed in which seven people died on the spot.  Three dozen persons are seriously injured and being treated in the Hospital.

            The lacunae in the Master Plan of Delhi should be removed so that illegal construction by the building mafia may be curbed.  He has demanded that a special task force for walled city should be formed immediately so that such tragic incident may not happen again for which comprehensive plan should be framed.

In view of forthcoming elections GoM formed by Delhi Government is playing fraud with the people of Delhi by making false announcements - Vijender Gupta

Three member GoM formed by Delhi Government is trying to mislead lakhs of citizens of Delhi by taking decisions against the previous decisions of its own Government.  Raising strong objection to the attempt of the GoM to mislead the people of Delhi, BJP Delhi Pradesh President Shri Vijender Gupta has said that in place of showing golden dreams to the people of Delhi it would have been better if the Government had taken concrete decisions which could be implemented and lakhs of people would have benefited from it.

            It may be mentioned that last week a GoM formed under the Chairmanship of Minister Raj Kumar Chauhan was assigned the work of framing development projects for Delhi in which Shri Arvinder Singh Lovely & Shri Ramakant Goswami are members.  Within a week this GoM has taken such decisions to mislead the people of Delhi which can not be implemented.  First of all this GoM decided that the Lal Dora areas of those villages will be extended which have not been extended as yet.  After that decision was taken that all the unauthorised colonies which have come up on public land will be regularised.  Yesterday this GoM decided that all the 157 colonies which have come up on the ridge and forest areas in which construction work is prohibited, will be regularised.  According to Central Government rules regarding environment no decision can be taken by the State Government which are contrary to the laws governing ridge and forest area.  Central Government has already decided that no construction work can be undertaken in the ridge and forest area.  By violating these rules lakhs of people have constructed houses in 157 unauthorised colonies in ridge and forest area of Delhi.

            Some times ago the Central Environment Ministry, Forest and Urban Development Ministry decided that the Government will in no condition declare the unauthorised colonies are regularised which have come up in forest area, ridge, Yamuna bed and on public land. Hence Delhi Government formed it task force in March, 2011 which is arresting persons who are making even a small construction in the village, unauthorised colonies and prohibited areas. Some days ago Delhi Governments, Urban Development Ministry had through an advertisement warned the people of Delhi that they should request in writing and get approval of the area SDM before starting even small construction work.  Stern action will be taken against those people who will do construction without prior approval from the Head of the Task Force of the concerned area.   It is also worth mentioning that construction of those people who are making construction outside the Lal Dora area due to increase in the population in 400 villages of Delhi are being demolished by the Police and Task Force and related persons are being sent to jail.  This is the condition of the people making construction in ridge, forest plan and yamuna bed area.  Untill the Task Force is not disbanded the decision taken by the GoM can not be implemented.  The GoM is taking such false decisions only to mislead the people which can not be implemented. 

            It may be mentioned that before the last assembly elections, Delhi Government had organized a big rally in Chhatrasal Stadium and distributed Provisional Certificates to the RWAs of 1639 unauthorized colonies of Delhi through the Congress President Sonia Gandhi with the promise that these colonies will be regularised within one and half years and all the basic amenities will be provided.  Even after more than three years the Central and Delhi Governments have not been able to regularise even a single colony which were given provisional certificates.  This case is also pending with the Court.  Shri Gupta has demanded the Delhi Government that it should stop playing fraud with the people through the GoM decisions and after taking into confidence the Central Government take all the legal decisions so that the sufferings of the people of Delhi may end.

Home Minister P. Chidambaram, responsible for the death of Rajbala should be charged for murder - Vijender Gupta

Expressing his deep sorrow over the death of Mrs. Rajbala in local G.B. Pant Hospital today in the morning who was injured in barbaric lathi charge by the Delhi Police on the followers of Baba Ramdev in the mid-night of 4th June 2011 in Delhi's Ramlila Maidan, BJP Delhi Pradesh President Shri Vijender Gupta has said that the death of Rajbala has exposed the cruel face of Congress Government.  Shri Gupta has demanded filing murder case against the Home Minister P. Chidambaram for the death of Rajbala.

            He told that the Congress which claims to follow the Gandhian path, that Congress Government lathi charged the children, women, old persons without any warning in the mid-night of 4th June.  The Police also opened fire whereas the Satyagrahis did not provoked them.  According to reliable sources Home Minister P. Chidambaram himself ordered the Police Commissioner that Police action should be taken against the followers of Baba Ramdev and Ramlila Maidan should be got vacated within two hours.  Under these orders the Police acted in a barbaric manner and eye-witnesses say that this was more barbaric than the Jalianwala Bagh incident. 

            Baba Ramdev has said that the Police wanted to crush him to death on that day.  Before the Police could succeed in its conspiracy, Ramdev jumped from the stage and after putting on clothes of a woman, he could save his life somehow.  Due to the lathi charge of the Police the neck of Mrs. Rajbala was broken.  Her backbone and both the legs were also broken.  She was admitted to L.N.J.P. Hospital's Emergency Ward.  When her condition deteriorated then she was shifted to Neuro Surgery Department of G.B. Pant Hospital.  Rajbala was on Ventilator just after her operation and was fighting for life from the very first day.  After four months of struggle Rajbala died today.  Her sacrifice will not go in vain.  The people will dislodge the Congress Government which had shed the blood of innocent persons.

              Praying for the peace of the soul of Rajbala, BJP Pradesh President has demanded the Government that her family members should be paid Rs. 10 lakh as compensation immediately.  Government should also order high level judicial enquiry into this incident so that the real culprits occupying high levels in the Government may be exposed.  He also claimed that the Government has been changing its statement time & again.  Previously it was told that there was danger of terrorists on the Satyagrahis of Baba Ramdev hence Ramlila Maidan was got vacated by force.  After some time the Government clarified that on 5th & 6th June lakhs of people were likely to assemble in Ramlila Maidan.  Hence the Maidan was got vacated in the night.  It is worth mentioning that the Police had granted permission to Baba Ramdev upto 5 p.m. of 6th June for Satyagraha.  Inspite of this permission what was the emergency that the Government lathi charged the Satyagrahis, opened firing and fired tear gas shells on them in a enclosed pandal.

ON THE OCCASION OF JAYANTI OF PT. DEENDAYAL UPADHYAY 1500 BJP WORKERS DONATE BLOOD


The BJP Delhi Pradesh organised a massive blood donation camp today at 14, Pt. Pant Marg on the occasion of the jayanti of Pt. Deendayal Upadhyayji.  Shri M. Venkaiah Naidu, former President of the BJP inaugurated the camp today.

While inaugurating the blood donation camp, Mr. Naidu said that it is necessary for all of us to remind ourselves that the concept of voluntary social service is deeply rooted in Indian spiritual history and social traditions.  ‘Sarvejana Sukhino Bhavantu’ (May all people be happy) is the guidance we Indians have received from vedic times.  ‘Manava Seve Madhava Seva and Nara seve Narayana seva’(service to human kind is service to God) is all that inspired us throughout millions years of our history.


Mahatma Gandhiji and Deendayalji said true religion is in feeling the pain and suffering of others and in doing what one can to alleviate them.  He further said a true human being is one who experiences the pain of others.  Pt. Deendayalji always said that upliftment of the poorest of the poor is the need of the hour.  He said that political workers should not only focus on politics but also focus on constructive activity.


Mr. Naidu said that in the fitness of things the Delhi unit of the BJP has organised the blood donation camp becauseRaktadanam is Mahadanam’ and it really helps the people in distress. Mr. Naidu said that the real tribute to the memory of Pt. Deendayalji is understanding and following the concept of Antyodaya.  Mr. Naidu called upon the party workers, particularly the youth, to get themselves involved not only in political activities like meetings, agitations, dharnas, demonstrations etc., but also in constructive activities. 

Mr. Naidu complimented the Delhi BJP Unit for organising a massive blood donation camp and also complimented the doctors of nine hospitals/blood banks like AIIMS, RML, Pt. Pant Hospital, Guru Tegh Bahadur Hospital etc. and other agencies like Red Cross  etc. who have come forward to support the cause and to help conduct the camp.   More than 1500 workers have donated their blood today.   Shri Naidu thanked all those who have contributed for the success of the blood donation camp.

Responding to media persons’ query on the Telangana agitation, Mr. Naidu said the Central Government and the Central Congress leadership alone is responsible for the mess they have created in Andhra Pradesh.  Lack of commitment, clarity, unity and foresight on the part of the Government and the Congress party has resulted in the present chaos.  Their arrogance, highhandedness, opportunistic politics for their short-term political gains added fuel to the fire.  He also said that the entire Telangana region has come to a standstill and the development and governance in the state has come to a grinding halt. 

The Government of India and the Congress leadership must come out with clear-cut solutions immediately or else the Congress will be wiped out from the State, Shri Naidu warned.

Deen Dayal Upadhyay had said that politics is incomplete without the service of human being. Indian politics is for the service of human being and society. BJP will continue to follow this path.

Congress responsible for the miserable condition of villages of Delhi - Vijender Gupta


BJP Delhi Pradesh President Shri Vijender Gupta has said that in view of the forthcoming elections Congress Government is now worried about the miserable condition of about 400 villages of the capital.  Congress Government led by Chief Minister Sheila Dikshit is ruling Delhi for the last twelve and half years.  Chief Minister never visited the villages.  By imposing ban on the cottage industries in the villages Delhi Government rendered the youth of villages unemployed and made the condition of villages hellish.  The task force formed by Delhi Government prosecuted innocent people and sent them to jail who were making small additional construction in the villages.  Now in view of the forthcoming elections, Delhi Government has started showing golden dreams to the people of Delhi.

            Whenever election approaches Delhi Government expresses its concern about the unauthorised colonies, slum dwellers, poor people and the people belonging to SCs.  After making false promise of providing free houses to lakhs of people belonging to S.C. now the Chief Minister and her cabinet colleagues met the Urban Development Minister Shri Kamal Nath and pleaded for improving the conditions of about 400 villages of Delhi.  Government did not extend the Lal Dora area during the last twelve and half years and when the people made construction due to the compulsion of increase in the number of family members then they were sent to jail.  Now the same Chief Minister is trying to mislead the people of villages by talking about extending Lal Dora area.

            Shri Gupta had raised a question to the Central Urban Development Minister Shri Kamal Nath and Chief Minister Sheila Dikshit that how much time the Committee formed by  Shri Kamal Nath will take to submit its report on the improvement of the condition of the villages of Delhi.  What action will be taken by the Delhi Government on this report?  Delhi Government has already formed more than two dozen committees for improving the conditions of villages.  The reports of these committees are rusting in Almirahas of Delhi Secretariat. 

            BJP Delhi Pradesh submitted memorandums to the Government, staged demonstrations for improving the conditions of unauthorised colonies and rural & urbanised villages several times, but this deaf & dumb Government did not listen.  The schemes forwarded for allotment of fund to the Delhi Government as approved by the Delhi Rural Development Board in the beginning of year 2011 for the development of villages, have not been implemented even in September, 2011.  The Chief Minister has given the control of Rural Development Board to such a person who has no relation with the villages.

Consumers suffering and power companies benefiting


POWER COMPANIES ARE SERVING HEFTY BILLS OF INCREASED POWER LOAD ON THE CONSUMERS-BJP

 With the connivance of the Government all the three power companies are looting the power consumers by both hands.  The companies are serving hefty power bills to the consumers by preparing bills in an arbitrary manner.  Due to this there is great hue & cry in entire Delhi.

          It may be mentioned that the companies which are earning heavy profit of crores annually have submitted manipulated ARR to the DERC and related agency.  The former Chairman of DERC had found last year that the power companies have earned profit of more than six thousand crores in the year 2010 .  Hence he was in favour of reducing power tariff in Delhi.  After his retirement the new Chairman of DERC P.D. Sudhakar recommended increase of 22% power tariff to the Delhi Government relying on the accounts submitted by the power companies.  Since the Government is in connivance with the power companies hence it immediately announced hike in power tariff.  Taking advantage of this announcement the companies have started looting the consumers.

          The issue of hike in power tariff is under the consideration of Delhi High Court.  Inspite of this the power companies have increased the power load of all the houses on the basis of two bills of highest amount of a year paid by the consumers.  Now the bill being sent to the consumers have been prepared on the basis of increased loads.  Every body knows that during the summer season people use airconditioners in their houses.  Hence during these days the power consumption is the highest.  To fix the load on the basis of the bills of summer season is not justified in any way.  BJP openly opposes this arbitrariness of the companies. 

          BJP Delhi Pradesh President Shri Vijender Gupta has demanded that till all the accounts of the power companies are not audited by the CAG from 1st July, 2002 the inflated bills should not be served on the consumers.  CAG should also continue audit of the companies in future.  Delhi Government thought that by giving no objection to the CAG audit its responsibility has been fulfilled but it is necessary to mention here that the audit of the accounts of power companies can not be done by the CAG till necessary amendments are not made in the related power laws. The tariff fixation committee had said that the DERC should form a separate agency for the audit of power companies.  Such agency has neither been formed by the DERC nor by the Delhi Government. The consumers are suffering and the companies are benefiting. 

Big blood donation camp by BJP on 25th September the birthday of Pandit Deendayal Upadhyay


 On the occasion of the birthday of its source of inspiration Pandit Deendayal Upadhyay, BJP Delhi Pradesh has organized a big blood donation camp on the 25th September from 9.00 a.m. to 5.00 p.m. at the Pradesh Headquarters 14, Pandit Pant Marg.  This camp was organized last year also in which thousands of youth had donated blood.  This year the blood donation camp will be inaugurated by the National President Shri Nitin Gadkari.  On this occasion the Pradesh Incharge Shri M. Venkaiah Naidu will also be present.

          Delhi Pradesh BJP President Shri Vijender Gupta told that under its resolve for public service the BJP has organised a big blood donation camp so that the lives of those people who need blood urgently may be saved with the help of blood donation.  Terming the blood donation as the greatest donation Dr. S.C.L. Gupta, the Convenor of BJP Delhi Pradesh Doctors Cell told the Party workers that they should register their names at the Party Headquarters in large numbers on the 25th September and donate blood and become a partner in this great holy work.

Profit making behaviour of Congress Government will lead to exploitation of the common man - Vijender Gupta


There are indications that Government will end subsidy on cooking gas, diesel, power, fertilizer, food grains supplied through PDS  if this happens than it will adversely affect the poor and the common men of the country and Delhi.  After the end of subsidy a cooking gas cylinder will cost 700 rupees.  Diesel will also become costly by Rs. 6 per litre.  After ending subsidy power will become costly by at least Rs. 2 per unit. BJP is keeping close watch on the Govt. if such kind of decision is taken. BJP will oppose this kind of anti people decision and will launch agitations strongly.


          BJP Delhi Pradesh President Shri Vijender Gupta has said that now the Government is behaving like a profit making businessmen and going to make life of the commonman difficult.  Congress Government is planning for completely end subsidy for the poor and the farmers w.e.f. 1st April, 2012 the date on which the 12th Five Year Plan will launched. It has also decided to import coal at three times higher rates inspite of the fact that there is sufficient deposits of coal in the country.  Due to this the Government will further increase the power tariff by 50 paise per unit in entire country. 

          There are indications that the Government will abolish PDS system in entire country and will provide cash subsidy in place of the food grains being distributed through PDS only to some people in the name of the poor.  Hence the Government has framed unrealistic definition of the people living below poverty line through the Planning Commission in a clever way.  Under this definiation a person earning less than Rs. 32 per day in urban areas and a person earning Rs. 26 per day in a rural areas will be treated as poor by the Planning Commission.  The benefit of subsidy will be provided by the Government only to some people below the poverty line. 

          After ending subsidy from cooking gas the Government will supply only four to five cylinders to the common man.  If any family requires more than this then that family will have to purchase it from the open market at higher rates.  For this purpose the private distributors have already started manufacturing coloured cylinders.  The price of a cylinder of 14 kg cooking gas will be at least Rs. 800 in open market.  The distributor will also recover Rs. one thousand as the price of the cylinder.

It is impossible to feed a family of five members in Delhi for Rs. 160 per day


In place of eradicating poverty Congress wants to undo the poor - Vijender Gupta

BJP Delhi Pradesh President Shri Vijender Gupta has said that the Congress Government is bent upon undoing the poor in place of eradicating poverty hence it has in a shameful affidavit filed in the Supreme Court through Planning Commission said that a common man needs only 1776 calorie per day to live a normal life.  Hence if a poor person living in urban area earns 32 Rs. per day and a poor person living in rural area earns Rs. 26 per day then it is sufficient for his living.  The Supreme  Court has clearly directed the Government that no body should starve in the country.  If any person starve to death then the Government will be fully responsible for it.  In contrast with the Government wants to see every person below the poverty line under naurished.  The Government definition indicates towards it.

          Here the Government is falsifying its own datas.  Before this Sengupta Committee appointed by the Government had in its report said that 78% people of the country live on an earning of Rs. 20 per day.  Now according to Government estimates only 35.98 crore people are living below poverty line.  BJP has termed this data has unreliable and said that the Government is trying to mislead the Supreme Court only to cover up its failure to curb price rise and corruption.

Shri Gupta told that under a dangerous plan of Congress Government to shirk its responsibility of supporting the people living below poverty line and finish the PDS system, the Central Planning Commission has framed a new definition of urban and rural poor in its affidavit submitted in the Supreme Court.  It may be mentioned that according to international standard a healthy person requires 2400 calories of food per day.  The women need 2100 calories per day.

Common man in Delhi says that it is a new joke of the Congress Government with the poor.  No Doctor charges less than 100 Rs. fee in Delhi.  32 rupees per day is spent on conveyence and refreshment of a child.  If the Government data is correct then how can a family of five members in a city live on Rs. 160 per day.  In Delhi a person spends 32 rupees per day on bus & metro fare.  How can a family can fulfill the requirement of water, power, food, refreshment, education, health etc. for Rs. 160 per day?

Promise of free houses to the members of Scheduled Castes

Delhi Government starts making false announcements in view of forthcoming elections inspite of objections from the Lokayukta - Vijender Gupta

BJP Delhi Pradesh President Shri Vijender Gupta has said that in view of its certain defeat in the forthcoming MCD elections, Delhi Congress Government has again started showing golden dreams to the poor, slum dwellers, people of unauthorised colonies etc.  After the Cabinet meeting Chief Minister Sheila Dikshit announced that Government will provide houses to the members Scheduled castes free of cost.  Shri Gupta has raised a question to the Chief Minister that she should tell the people of Delhi how many homeless people belonging to Scheduled Caste live in Delhi.  Delhi Government does not know how many people belonging to S.C. live in the capital.

            It may be mentioned that before the MCD and Assembly elections, the Congress Party had in its manifestos said that the poor will be provided houses free of cost.  All the unauthorised colonies shall be declared regularised on situ basis.  The slum dwelleres will be provided pucca houses in the slum clusters.  The people living in rehabilitation colonies will be given free hold rights.  Not a single promise has been fulfilled during the last years.  The Government had promised the people belonging to S.C. to provide pucca houses on the payment of Rs. 62,000 only under the Rajiv Ratna Awas Yojna.  Not a single pucca house was provided to them.  Now in view of MCD elections Government is worried about the S.C.

            Shri Gupta has reminded the people of Delhi that some days ago the Lokayukta of Delhi Justice Manmohan Sareen had requested in a letter to the President of India that she should cautioned the Chief Minister of Delhi Sheila Dikshit against making false election promises.  This letter was written by the Lokayukta in view of failure of the Chief Minister to fulfil promise to provide pucca houses to the poor at the time of last Assembly elections.  Inspite of this the Chief Minister is not desisting from making fasle promises.  The GoM formed by her has also started giving false assurances to the 50 lakh residents of unauthorised colonies. 

            In its first meeting on the 19th September this GoM announced about developing unauthorised colonies by changing building bye-laws of the Master Plan.  Under the laws it is not possible to implement this announcement.  On the one hand the Government has started arresting through the Task Force any person who is making small or big construction work and on the other it is making announcement of developing the colonies.  The Government has admitted that about 540 unauthorised colonies are on the Government land.  Shri Gupta has questioned how the Cabinet approved the proposal to regularised these colonies?  The people of Delhi have understood the falsehood of Congress Government and the Congress Party.  They will never forgive the Congress Party which is fueling price rise, increasing power tariff, price of milk etc.

Delhi requires an independent, effective Disaster Management Ministry - Vijender Gupta

BJP Delhi Pradesh President Shri Vijender Gupta has said that Disaster Management Department of Delhi Government is fully inactive in the capital of India and it is only on papers.  Government knows that Delhi falls within earthquake prone area.  The capital is also on the target of terrorists.  Yet Delhi Government has not developed any system to manage any disaster which may happen in Delhi.  There is also lack of trauma centre in Delhi whereas the Government had declared that trauma centres will be opened in every district. Shri Gupta has demanded Lt. Governor Tejender Khanna that he should form a Nodel Agency for the management of any disaster at his own level.  Such agency should survey entire Delhi and submit a time bound report to the Lt. Governor so that the Lt. Governor may take action in coordination with Central and Delhi Governments. 

            Shri Gupta was addressing the people present on the occasion of laying foundation stone of a primary school of 15 rooms to be constructed at the cost of Rs. 1.13 crores by the MCD.  He told that all the construction works by the MCD during last five years have been completed with earthquake resistant technique so that these buildings could easily face earthquake etc.  It may be mentioned that except Leuyten zones entire Delhi is unsafe.  All the Government hospitals in Delhi can not meet the requirement of any sudden disaster in Delhi.  Everybody knows that during the last 15 days earthquake shocks were felt twice in Delhi.  Entire Delhi falls within earthquake prone area.  The buildings in Delhi are not earthquake resistant.  Delhi has been shocked by earthquake and the terrorist attack, but the Delhi Congress Government is not worried about the people of Delhi.  Hence it has not developed any disaster management system in Delhi as yet.

            Here the roads are unplanned.  The power-water lines are not systematic and spread in a dangerous manner.  On the international standards Delhi is 20 years behind many countries of the world in the field of disaster management.  Delhi has also been the target of terrorists.  After the bomb blast at Delhi High Court on 7th September, people continued to enquire about the condition of their family members, but the Disaster Management Department could not provide information to the citizens.  Entire Delhi had seen the failure of Disaster Management Department of Delhi in the Lalita Park building collapse incident.  Even the helpline number of this Department does not work.  Delhi Government does not understand the importance of this Department.  Hence this Department is neglected under the control of Revenue Department. 

            Addressing the people present on the foundation stone laying function, the Mayor of Delhi Rajni Abbi told that the priority of MCD is education and health.  BJP has planned to open schools in the neglected areas of Delhi where no good school has been opened for the education of children.  There is continuous progress in this direction.  The school at Shakurpur was in a very bad shape.  Now a good primary school of 15 rooms will be constructed in which in the first shift boys and in the second shift girls will get education.  BJP Councillor Ms. Lata Gupta welcomed the guests, parents, students and local citizens.

JUDICIAL ENQUIRY SHOULD BE ORDERED INTO JAL BOARD TUBE-WELL BUNGLING – VIJENDER GUPTA


BJP Delhi Pradesh President Shri Vijender Gupta has said that the raid of CBI on 10 Officers of DJB and three contracting companies and exposing corruption of 1.35 crore rupees is insufficient and claimed that this bungling is bigger. This bungling is of crores of rupees. Money has been shared by many influential persons in Delhi Government. He further said BJP demands high-level judicial enquiry should be ordered into DJB tube well bungling and all the purchase made in the past 13 years since Smt. Sheila Dikshit taken over as CM of Delhi because there own Party MLA’s has endorsed about bungling in DJB. So that the corrupt faces of the ruling party may be exposed.

He told that how is it possible that the engineers make full payment of crores of rupees without the work being completed by the tube well companies without the knowledge and consent of Ministers and senior leaders of the ruling party. It is sure that high profile persons of the Congress Government are involved in this bungling. Chief Minister Sheila Dikshit is herself the chairperson of the DJB. She must have knowledge of this bungling. If efforts are made to cover up the bungling and hold lower level officers responsible for it then the entire corruption will not be exposed.

BJP demands that all the contracts awarded in DJB during the tenure of Smt. Sheila Diskhit should be audited by a special team of CAG. DJB has become the center of bungling. Only the CAG can demolish this center of corruption. Central Government has been misusing CBI hence people do not trust it. People will be satisfied only when judicial enquiry is ordered in the DJB tube well bungling.

 BJP SC Morcha took out Torch Possession to protest against the anti people UPA Government of Centre which has put economic burden on the people already suffering from price spiral by increasing the price of petrol by Rs. 3.14 per litre so that a message may be sent to the deaf and dumb Government that people are fed up with its atrocities. The will take revenge by defeating the Congress in the next elections.

The Torch Possession started from 14, Pt. Pant Marg under the leadership of Vijender Gupta in the evening and proceeded ahead through Gole Daankkhana. The workers were raising slogans “Mehangai Par Kabu Paao-Warna Gaddi Chhod Do, Mehangai ki aur Maar, Nahi Sahenge-Nahi Sahenge, Samprag Sarkar Nikammi Hai, Yeh Sarkar Badalni hai etc.”
 
Addressing the people taking part in the possession, BJP Pradesh President Shri Vijender Gupta told that the present Central Government claiming to be economists had promised at the coming to power of taking over the charge of Government that it will curb price rise within hundred days. Even after two and half years, price rise and disparity continues to increase. This Government is busy in looting the hard earned money of people. It has nothing to do with the interest of the people. The disparity between rich and poor has increased. The common man is not able to make both ends meet. This Government wants to break the back of the people by increasing the burden of taxes and price rise so that the common man may not raise his voice against the Government. Shri Gupta warned Central and Delhi Government that BJP is committed to dislodge this despotic and corrupt Government with the common man. Within 15 months the price of petrol hiked by Rs. 22 per litre


BJP stages strong dharna-demonstration at Jantar Mantar against the hike of petrol prices.
 Under the leadership of BJP Delhi Pradesh President Shri Vijender Gupta, a big dharna-demonstration was organised at Jantar Mantar to protest against unprecedented increase of Rs. 3.14 per litre in the price of petrol by despotic Congress Government during the time when the people are suffering due to back breaking price spiral.  Thousands of women, farmers, people from SC category and Poorvanchal besides national and State level leaders participated in this programme.  The demonstrators were expressing their anger by raising thunderous slogans like 'Sarkar Ke Logo Hosh Main Aao - Mehgai Par Rok Lagao', 'Congress Sarkar Nikammi Hai - Yeh Sarkar Badalni Hai' etc.

            Addressing the dharna-demonstration Shri Vijender Gupta told that during the last 15 months, the Government has hike the price of petrol by Rs. 22 per litre.  During the last some days this anti people Government has hiked the price of petrol by Rs. 8/- per litre.  Last year the Reserve Bank increased the interest rates 12 times in the name of controlling inflation.  The prices of cooking gas diesel, milk, sugar, tea, vegetables, food grains have been increased again and again.  It does not seem that there is a democratic Government working in the country and Delhi.  The steps being taken in the name of curbing price rise are resulting in increasing it.  The plate of common man is empty.  He is becoming victim of malnutrition due to lack of nutritious food.  The UPA Government has badly failed on every front.  This Government has no moral or democratic rights to continue in office.

            Leader of the Opposition in Delhi Legislative Assembly Prof. Vijay Kumar Malhotra, National Secretary Arti Mehra, Prof. Jagdish Mukhi, Subhash Arya, Ramesh Bidhuri, Pawan Sharma, Vijay Jolly, R.P. Singh, Mohd. Imran Ismail, Dr. S.C.L.             Prof. Vijay Kumar Malhotra told that the Central and Delhi Governments have become arbitrary.  There is possibility that the Government may hike the price of cooking gas again.  This Government is not interested in curbing price spiral and working in the interest of commonman. This is a corrupt and exploiter Government from which we should get rid of as soon as possible.  National Secretary Arti Mehra told that price spiral is so much uncontrolled that every one is badly suffering.  The budget of every house has been disturbed.  The commonman is feeling difficulty in paying the fees of children and purchasing essential medicines for his health.  All the efforts of Government to curb price spiral has proved to be ineffective.  This Government is inefficient and needs to be replaced.

            It may be mentioned that in November, 2010 the price of petrol was 52.91 per litre which was increased to Rs. 58.37 per litre on 16th January, 2011.  The price was again hiked on 1st July, 2011 and it went up to Rs. 63.70 per litre.  With effect from 15th September the price of petrol in Delhi was increased Rs. 66.84 per litre.  This hike will affect the life of commonman, who are already suffering and now it will become more difficult.

Government should order for a high level and impartial enquiry into the recovery of a bag containing 10 lakh rupees cash from MP Sandeep Dikshit - Vijender Gupta

Terming the incident of recovery of a bag containing 10 lakh rupees by the Bhopal Railway Police from the railway seat of Shri Sandeep Dikshit the son of Chief Minister Smt. Sheila Dikshit as a serious case, BJP Delhi Pradesh President Shri Vijender Gupta has demanded high level and impartial enquiry into the entire case so that the truth may come to light.

            Shri Gupta told that the clarification given by Shri Sandeep Dikshit after the recovery of bag containing the cash do not seem to be reliable.  Shri Sandeep Dikshit is not only MP, but also son of Chief Minister Sheila Dikshit.  He had delivered a populist speech in the Parliament on the issue of Jan Lokpal for ending corruption recently.  Her mother Smt. Sheila Dikshit had also stated that Chief Minister should be within the purview of Lokpal.  Recovery of bag containing 10 lakh rupees from the person who talked so big and failure to give a satisfactory clarification from a politician of ruling party is a serious matter.  Prime facie it appears to be a case of corruption.

            In his clarification Shri Sandeep Dikshit has said that his businessmen friend Jayesh Mathur had handed over this bag telling that it contains some important documents and he will get it back from him in Bhopal.  Will a real friend tell a lie to his MP friend and hand over the bag saying that it contains some important documents?  The more unreliable thing is that Shri Sandeep Dikshit did not check the bag containing money and kept on his seat and he forgot to take back the bag.  It is necessary here to mention that some years ago cash was recovered from the drawer of from the Chief Minister, about which Chief Minister tried to avoid any clarification by telling that she does not know how these rupees came and who brought it.  This case was taken seriously in the political circle.  The ruling party could avoid it with great difficulty.  Even today it could not be known how those rupees came to the drawer of Chief Minister ?

            BJP Pradesh President told that the dual character of Chief Minister Sheila Dikshit and her MP son Sandeep Dikshit has been exposed before the people.  The Chief Minister has been found guilty by the Shunglu Committee for corruption of crores of rupees in the CWG.  The CAG has also found the report of Shunglu Committee to be true and exposed the corruption in CWG in its report.  Now after this the Chief Minister's claim about honesty and good conduct is difficult to understand.  The Central Government has included her son Sandeep Dikshit in the Standing Committee for Lokpal Bill.  A person included in the Standing Committee should be clean and transparent.  Recovery of bag containing money from such person proves that there is something fishy.

Government is compelled to accept the demand of BJP for audit by CAG


Accounts of the power companies should be audited from the day of privatization, be audited every year - BJP

BJP Delhi Pradesh President Shri Vijender Gupta has demanded Delhi Government and DERC that the accounts of all the three private power companies supplying power to Delhi should be audited w.e.f. 1st July, 2002 by the CAG so that the people of Delhi may be able to know how the companies have looted them for the last nine years.  BJP has been demanding from the first day of privatisation that the accounts of power companies should be audited by the CAG.  After looting the consumers for nine years, bowing to the pressure of BJP and the people Delhi Government was compelled to accept the audit of private power companies by the CAG.

            BJP Pradesh President has expressed his apprehension that only by expressing no objection it will be difficult for the CAG to audit the companies because section 8.2.1 of the power tariff policy issued by Government of India will have to be amended because under this section the DERC has been given direction that it should establish and monitoring a system for audit of financial and technical data of the private companies.  To enable the CAG to audit the companies it is necessary that the power tariff policy provision of Central Government is to be amended. This amendment can only be done by the Central Government.  Shri Gupta has asked the Delhi Government whether it consulted the Central Government before expressing its no objection that they are ready for the amendment of the power tariff policy.

            Delhi Government's suggestion that the audit of the companies should be for the last three years only.  BJP is of the view that the audit will have to be started from the day of privatisation and the audit by the CAG should continue every year.  He claimed that there must be serious lapses in the accounts.  If audit is done then the truth will come to light that the power companies are earning profit from the day of privatisation.  In spite of this the power tariff was increased on the grounds of loss.  The connivance between Congress Government and the private power companies will also come to light after the audit.

            Shri Gupta told that if the CAG after its audit finds that the power companies have earned profit after privatisation then this amount should be recovered from them and distributed among the consumers.  It may be mentioned that the promises made at the time of privatisation have not been fulfilled.  At the time of privatisation the Chief Minister had promised that the people of Delhi will get high quality and uninterrupted power.  Since there will be competition between the companies the tariff will also decrease every year.  But the people of Delhi are facing the consequences quite contrary to the promise made by the Chief Minister.

            Power load shedding is every day affair in Delhi.  After privatisation the power companies replaced the good working meters with fast reading and substandard meters so that the power consumers may be served heavy bills for earning huge profits.  He told that the Congress leaders also agree that the power tariff will continues to be increased and the power companies are now preparing to increase the power tariff further in the name of fuel surcharge.  Shri Vijender Gupta has also demanded enquiry into this conspiracy of power companies.

Revelation of CAG


BJP team will meet the Lt. Governor of Delhi on the failure of Delhi Government to spent 3000 crore rupees received for the development of the capital and demand enquiry

On the one hand the people of Delhi are suffering due to shortage of basic amenities like power, water, roads, sewer, drainage and on the other hand the CAG of India has in its report revealed that the Delhi Government did not spent 3000 crore rupees received for development works in Delhi.  Now this money will stand refunded to the Central Government.

CAG has said that Chief Minister and her Cabinet wanted that the fund received for the development should be spent on big projects so that there may be improvement in the vote bank.  Taking it to be a serious issue, BJP Delhi Pradesh President Shri Vijender Gupta has decided that a delegation of the Party will meet the Lt. Governor of Delhi and demand high level enquiry into this serious matter.  BJP wants that the Ministers and officers who have obstructed the development of Delhi should be punished so that there may not be any negligence in utilising the public money. 
           
           
Reputed Town Planner Prof. Sudhir Saha has reacted on the serious lapse and said that when Delhi Government had sufficient funds then why did not it utilise on providing basic amenities?  CAG has in its report said that due to lack of new projects and new thinking on the part of Delhi Government the people of Delhi are compelled to live in hellish conditions.  The current year's budget is of 27,067 crore rupees.  If the amount of Rs. 2,367 crores not utilised on development works is added then Delhi Government has additional money for development works.  The Government deliberately allowed the fund to lapse.

The CAG has also raised a question on the efficiency of Delhi Government in tax collection and said that due to lack of coordination between various departments and shortcomings the Government exchequer sustained a loss of 3,000 crore rupees.  CAG examined about 2,696 cases and found that revenue of 3,140 crore rupees was lost by Delhi Government deliberately in these cases. 
           
On the one hand Delhi Government failed to utilise amount received for development and on the other hand in view of the forthcoming elections the Government is now showing its concerned about the development of unauthorised colonies, rehabilitation colonies, Jhuggi-jhompris, slum clusters, katras, urbanised villages, rural villages etc.  In its meeting on 12-9-2011 the cabinet formed a GoM under the chairmanship of Shri Raj Kumar Chauhan in which Shri Arvinder Singh Lovely and Shri Ramakant Goswami are members which will submit a plan for the total development of these areas within 30 days to the Government so that these areas may be fully developed.
           

BJP Pradesh President Shri Vijender Gupta told that whenever the date of elections approaches the Chief Minister and the members of her Government starts playing fraud with the people of Delhi.  It tries to show golden dreams to the citizens of the capital.  Due to such false promises the Lokayukta of Delhi recommended to the President of India that Chief Minister Sheila Dikshit be cautioned that she should not make false promises to the people on the eve of elections.  It may be mentioned that on the occasion of last Assembly elections the Chief Minister had promised the poor of Delhi that they will be provided pucca houses at low costs.  Even after three years of elections not a single poor family has been provided pucca house by the Government.

Law framed by the Government is weak & ineffective

Chief Minister is misleading the people by talking of implementing Citizen Charter in Delhi - Vijender Gupta



BJP Delhi Pradesh President Shri Vijender Gupta has said that the Delhi Right of Citizen to Time Bound Delivery of Services Act to 2011 was passed on the 28th March, 2011, but due to the pressure of corrupt Ministers and officers of the Government it could not be implemented.  By talking about implementing this law with effect from 15th September, 2011, the Chief Minister is misleading the people of Delhi.  BJP wants that there should be strong, impartial and effective Citizen Charter in Delhi so that the people suffering from corruption of Congress Government may get relief.

            Shri Gupta told that in a Conference organized on Sunday the Chief Minister admitted that touts are fully active in getting the works of people done in the departments of Delhi Government.  No work of the common man is done without the help of touts.  Before this the Chief Minister of Delhi Smt. Sheila Dikshit always stated that her Government provides transparent and time-bound services without any bribes being offered.  Now in view of the elections the opinion of the Chief Minister about the departments of the Government has suddenly changed.  Now she is openly talking about the well being of the people and corruption in the Government departments.  This exposes the dual character of the Chief Minister and the Congress.

            Pradesh President told that the law framed by Delhi Government for providing time-bound services for the people is very weak, porous and harassing.  According to this law the concerned employee/officer will be fined at the rate of Rs. 10/- per day after the end of the time limit prescribed by the Government for a particular work.  This fine will be maximum of Rs. 200/-.  The Congress Government has deliberately not made provisions for punishing, prosecuting and sending the Government employees/officers to jail.  Government is playing such game which will serve its purpose and show that it has taken action against the erring Government employees.  The present form of citizen charter is not acceptable to the BJP. 

            He further told that from the year 2007 itself there is law that if the power companies resort to undeclared power load shedding then they will be heavily penalised.  The amount recovered as penalty will be distributed among the consumers.  Even after four years the Chief Minister of Delhi did not implement this law deliberately because she is in connivance with the power companies.  The private power companies of Delhi sell the power meant for Delhi at higher rates to the neighbouring States.  They like to keep the people of Delhi in dark.  BJP has doubts whether the citizen charter will be implemented in an effective way in Delhi.
